Natural disasters, power outages, wildfires, and even neighborhood-level emergencies can strike without warning. For adult residential facilities (ARFs), group homes, and RCFEs (Residential Care Facilities for the Elderly), being prepared isn’t just a matter of compliance—it’s a matter of protecting lives.

While most facilities have a written Emergency Disaster Plan (EDP) on file to meet licensing requirements, the reality is that many providers still feel unprepared when crisis hits. This post explores how to move beyond basic documentation toward true, actionable emergency readiness.

The Risk Is Real—And It’s Increasing

From California wildfires to flash floods, rolling blackouts, and active shooter threats, care facilities across the state face more complex emergency scenarios than ever before.

- A 72-hour supply of food, water, and medications

- Contact information for local agencies and emergency contacts

While this is a great starting point, true preparedness also means:

- Staff knowing their exact roles and responsibilities

- Supplies being organized, accessible, and current

- Residents being calmly guided through safety procedures

- Communication flowing efficiently—even if power or Wi-Fi is down

Key Components of a Real-World Emergency Plan

1. Communication Systems

- Have printed phone trees with backup contacts for staff, families, vendors, and utility companies

- Use walkie-talkies or pre-charged battery backup phones in case of cell outages

- Pre-draft emergency texts and emails for mass alerts

2. Evacuation Procedures

- Map out multiple evacuation routes and practice using them

- Pre-label medication bags and resident go-kits with names and ID

- Maintain a transportation plan: Who drives? What vehicles? What’s the plan if roads are blocked?

3. Shelter-in-Place Protocols

- Stockpile items for comfort (blankets, radios, flashlights, batteries)

- Know how to isolate infected residents during an outbreak

- Assign rooms or “zones” for safety, rest, or triage if needed

4. Documentation & Resident-Specific Needs

- Keep laminated emergency info for each resident (meds, allergies, diagnoses, DNR status)

- Store paper copies of your license, liability insurance, and rosters

- Identify residents who need extra mobility support or supervision

Planning for Residents With Special Needs 

Some residents may:

- Wander due to dementia or confusion

- Require oxygen or power-dependent equipment

- Have sensory sensitivities or behavioral triggers during chaos

Your emergency plan should address how to:

- Maintain calm and familiar routines

- Provide verbal and visual reassurance

- Safely administer medications under pressure

- Avoid re-traumatizing residents with a history of crisis

Drills That Go Beyond the Basics

Instead of checking boxes, make drills meaningful:

- Run realistic “surprise” scenarios quarterly

- Rotate staff into different roles

- Debrief after every drill: What went well? What fell apart?

Consider tabletop exercises or mock evacuations to train new hires and identify system gaps.
